Taira no Kiyomori (平 清盛, 1118 - 1181), a general of the late Heian period of Japan, established the first samurai -dominated administrative government in the history of Japan. Thought to be the natural son of Emperor Shirakawa, he was adopted by Taira Tadamori of the powerful Taira samurai clan and spent his youth at court. Kiyomori Taira (Onyomi: Taira no Kiyomori, "Kiyomori of the Taira") is the notorious leader of the Ise-Heishi, a clan which is commonly referred to as the Heike in literary works. After he protected the imperial court from the rebelling Kawachi-Genji, Kiyomori entered politics and ruled as a reputed and intellectual nobleman. Taira no Kiyomori (1118–1181) was born as the first son of Taira no Tadamori (Head of the Taira clan). During his youth, Kiyomori helped clear the sea of pirates in the area of Seto and then helped break down the noble system to build up a samurai-dominated period. Taira no Kiyomori, son and heir of Tadamori, rose to the position of Daijō Daijin (great Minister of State), after his victories in the Hōgen Rebellion (1156) and the Heiji Rebellion (1160).
